The trouble is that these usually require semi-permanent installation (and drilling) that might alter/damage the rental vehicle. This could result in significant costs to you.

Correct, the Demco Kar Kaddy SS Tow Dolly part # DM9713045 does indeed call for the toad vehicle's steering wheel to be locked while in tow. If the toad vehicle's steering wheel does not lock then you will need to find a way to tie this off in a fixed potion, some use the seat belt. According to the folks at Pace Edwards, their # 311-LK290 PowerGate tailgate lock will not interface with the vehicle's alarm. It will tie into the power locks so the tailgate lock will actuate with the key fob, but as far as the alarm system goes, the lock will operate independently of the vehicle's alarm system.
